The Department of State (DOS) library is the oldest federal library, founded in 1789 by Thomas Jefferson, the first Secretary of State. In 1997, the Library was named in honor of Ralph J. Bunche – statesman, scholar, and diplomat. The Bunche Library encompasses resources of the past and future. More than 400, 000 books, journal volumes, microfilm/microfiche, rare books, special collections and maps comprise a major research resource for diplomatic history, bilateral and multilateral relations, world trade and international law. The Library serves the needs of diplomatic officers, foreign policy analysts and management personnel in DOS.  The Library also serves Information Resource Centers in American Embassies, foreign embassies, Congressional offices, other federal agencies, the judiciary and lawyers, librarians, researchers, journalists, scholars and members of the public, who need reference to materials specific to the foreign affairs mission of the Department.

Duties:

– Develops and implements procedures for the selection and acquisition of serials publications for a large library collection
– Selects publications from a variety of hard copy and electronic sources, including commercial, society, university press and publishers’ announcements, bibliographies, scholarly journals and recommendations from the Information Services Branch and Departmental personnel
– Assembles and verifies bibliographic and cost data for the acquisition of new and renewal serials subscriptions for the Library, bureaus and overseas posts
– Manages automated serials management system
– Determines the source of supply and format for publications to be ordered and acquires them through domestic and foreign channels in accordance with Federal acquisition regulations
– Develops, coordinates and monitors the Department-Wide periodical and newspaper contracts
– Serves as Contracting Officer for serial purchases within the simplified acquisition threshold
